The Scenic City Certification Program was developed through a partnership of 16 statewide organizations that, together, comprise the Scenic City Program Council to promote best practices for a city’s well-planned and well-designed public roadways and public spaces – including streetscapes, gateway corridors, parks, trails, activity centers, points of interest, and more.   The application, evaluation and certification process is overseen by the Program Council , the state’s top associations engaged in municipal planning, engineering, local governance, beautification, historic preservation, revitalization and economic development.
